В России продлили программу материнского капитала до 2026 года. Какую цель при этом преследует правительство страны, почему программа продлена именно до 2026 года, рассказывает доцент кафедры экономики труда и управления персоналом УрГЭУ, кандидат юридических наук Марина Чудиновских.

Программа материнского капитала направлена на реализацию нескольких важнейших задач, среди которых и снижение бедности, и стимулирование рождаемости. Изначально государство оказывало поддержку только семьям, где появился второй ребенок. С 2020 года меру распространили и на рождение первенца. В 2023 году планируется проиндексировать материнский капитал на 12,4% — до 589,6 тыс. руб. на первого ребенка и до 779 тыс. руб. на рождение или усыновлении/удочерении второго.

Средства материнского капитала могут быть направлены на улучшение жилищных условий, образование детей, пенсию мамы. С 2018 у семей расширился выбор вариантов использования материнского капитала. Семьи с низкими доходами могут получать ежемесячную выплату. Выплата предоставляется до достижения ребенком трехлетнего возраста. С 1 января 2022 года ежемесячная выплата осуществляется в размере прожиточного минимума для детей. Такая мера как раз и направлена на снижение бедности.

Продление программы до 2026 года не означает, что демографические и материальные проблемы будут решены к этому периоду. Такой срок определяется трехлетним циклом бюджетного планирования. Сейчас речь идет о периоде 2023 – 2025 годов. С достаточно большой долей вероятности можно прогнозировать и дальнейшее продление программы материнского капитала, так как демографические проблемы не решены. Приоритет для России — устойчивое повышение рождаемости. Это долгосрочная задача.
